Letter Of Response (Government Fleet Smog Check Program)

Government agencies that own and/or operate vehicles in California are subject to Smog Check Program requirements. The law requires that every vehicle affected by program requirements be smog tested and the results reported to the Bureau of Automotive Repair (BAR). Every government agency shall assign an employee, of management level, as Responsible Managing Employee (RME) to oversee the performance of the agency's vehicle smog testing activities. A new Letter of Response should be submitted to BAR for any changes in Agency Name or Department, RME, phone numbers, address change, status of vehicle ownership or fleet size.

  • Both odd and even VIN vehicles
  • Gasoline, CNG, LPG and LNG fueled vehicles 1976 and newer
  • Diesel fueled vehicles 1998 and newer with a gross vehicle weight rating (GVWR) of 14,000 or less.
  • Hybrid and plug in hybrid vehicles
Exclude:
  • Diesels, CNG, LPG, and LNG fueled vehicles over 14,000 GVWR
  • Vehicles powered exclusively by electricity
  • Motorcycles
